A new mill would also give local authorities another outlet for newspapers and magazines collected from the domestic waste stream. Because the existing UK mills are working at full capacity, the three companies and other merchants currently export surpluses of used newspapers and magazines to overseas mills. the in-house engineering workshop for preventive maintenance and repairs
leading to continuous improvisation of process, quality and productivity. The mill is equipped to
manufacture Newsprint and Printing & Writing Paper from Virgin Pulp as
well as Non-Conventional raw materials.



It is agreed that we should all like to see larger newspapers, but I must contradict the extravagant line taken by some commentators that we are the worst informed newspaper reading public in the world. My own impression is that they were originally asked to step up to about 71½ per cent. Now, I understand, some of them are able, if permitted, to go above that figure. I understand, from my own inquiries, that their difficulties arise chiefly from the provision of raw materials for the mill, in some cases pulp and in one case logs. If it is possible to step up the raw materials, the British Press can obtain more material from the home mills. I hope the Government will be able to make some announcement on encouraging increased production in the home mills.


An interesting post-script to paper making concerns the production of
stones for grinding wood pulp. From the end of the 19th century this was
a speciality of Messrs Percy J. Turner Limited, owners of Stoke quarries
at Grindleford. The exceptional wearing qualities of Stoke pulp stones
found a market in Canada, America and Scandinavia, a profitable
diversification in the old-established export trade in Peak
grindstones.


I do not intend to intervene for more than a few minutes; indeed, it would be very wrong of me to do so after the very knowledgeable and detailed speech delivered by the right hon. It is, of course, fortuitous that this Debate should be taking place immediately after our very great Debate on matters relating to the very existence of this country, and life and death. It is thought that the plant would be built partly on the same site that St Regis and Mondi had considered – and rejected – for a new mill to produce cardboard.


Paper fibres can only be recycled up to about 7 times as they increasingly degrade in the recycling process, eventually losing their papermaking qualities. The degraded fibres are replaced with new virgin fibres, either from trees or more often from recovered paper that has not previously been recycled. Without virgin fibres from new trees, the paper cycle can neither begin nor continue.
